The racer is a sphero of unknown name, who spends most of his time racing in the Von Kournil Tour. Twinsen can race him for a clover leaf. To win the race, Twinsen must stay close behind the racer for a whole lap.
Asked about the School of Magic, the Racer says he doesn't know where it is, and regrets that there aren't any driving schools, as it would be more useful.
Later Twinsen asks him if he knows where are the Wizards, and he replies that he didn't see any as they don't usually come to that place.
